Since the paper is quite confused about the DNS (not to mention the
comments of the readers!), it is hard to say what is the exact
project. A set of root name servers, serving today the IANA zone (but
able to switch rapidly to a different one), that the russian ISPs
would be asked/forced to use?

Also, the reference to BRICS is probably pure propaganda: there is no
sign that Brazil or South Africa would cooperate with Russia here.

This one comes from the opposite political side :-) but is no better,
technically speaking. The best part:

Sure, you cannot imagine a western country running "a vast
citizen-monitoring program" :-(
