It was declared a few times before.
You can find only one new information in the source article
- the Security Council decision to initiate consultations at the second
half 2018

But they already were in contact and discuss it for years...
It looks like more consequences of failed discussions in ICANN WS2
Jurisdiction WG and unilateral law initiatives of some countries which
generated new transborder issues.
