You are right. It requires the slave sever tracks IXFR server it recent
talks to. If it changed to another server due to network failure, it will
stick to the new DM. Can we call this a IXFR protocol change?

Not exactly: I was thinking of a manual and static process (something in the
configuration file), while I believe Paul suggested a dynamic process (once
you find a DM, stick with it).
