i think we must not amend the iana name space unless the following 
conditions are met:

0. the sponsoring organizations of the coordinators (BII, WIDE, TISF) go 
on record allowing this amendment.

1. there's an internet-draft describing the experiment, which has been 
accepted as a work item in the DNSOP IETF WG.

2. every yeti authority operator explicitly signals their agreement (on 
the record).

3. every yeti recursive operator is notified and has a chance to object, 
and none of them object.

4. the experiment is for a limited duration, such as 60 days.

5. we've installed dnsdist or similar, in several places, to fork some 
existing production query stream, to send queries to yeti as well, so 
that we have some real traffic load, to make our experiments relevant.

i'm sad to be so concerned, but alternative root dns service is the 
third rail of internet politics -- first you touch it, then you die.
