Currently only BII-DM and WIDE-DM are operational. 

I dig them respectively, the result are different. In WIDE-DM yeti-ns.ix.ru
is absent which means it is not configured in the root zone produced by
WIDE. It explained that TISF's root server have different NS RRset of "."
when It first did AXFR from WIDE-DM, and then from BII-DM. 

Background: in the early phase of Yeti project, we want to introduce
multiple DMs to avoid single point of failure which introduces the risk of
lack of conformance due to some misconfiguration.  In compensation, we need
more strict procedure control or conformance testing mechanism to guarantee.

I think the ticket is resolved.

i'm not sure at the moment. i've opened a ticket on this matter, and
assigned it to davey @BII.
