I think this is all probably a good idea, although I wonder if this is
the correct document for it. We can either:

1. Expand this document to include a lot more treatment about the
   scientific motivations and organization in the project, or

2. Create a separate document covering those topics.

I have a slight preference for separate documents, but I welcome
opinions on this.
