[Yeti DNS Discuss] Proposed Yeti KSK rollover communication plan

All,

Here is a proposal for a communication plan during the Yeti KSK
rollover.

It's relatively simple (I hope), because of the nature of the Yeti
project.

It might involve too many e-mails: 7 per rollover (although that is
over a 2-month period). We can reduce that if we want.

Anyway, please have a look! If it looks okay then I'll make a pull
request to get this added to the project documentation.
